Officials Face Serious Allegations

In a nail-biting turn of events, top officials at the Hanoi College of Tourism find themselves at the center of a scandal involving misallocated student funds. On December 15, the Investigation Security Department announced the formal indictment of Pham Van Long, the college's principal; Nguyen Tuan Ngoc, head of the Student Affairs and Educational Quality Assurance Office; and Nguyen Van Sang, a specialist within the same department. All three face serious charges of abusing power while executing their official duties.

The Financial Deception Unveiled

The allegations stem from shady dealings concerning state funds intended for students who participated in the 80th anniversary of the August Revolution and National Day (A80). The investigation kicked off after Vietnam's internal political security forces found social media buzzing with accusations against the college for its lack of financial transparency in handling student payments.

Where Did the Money Go?

In November 2025, a whopping 1,928,640,000 VND (approximately $78,600 USD) was earmarked for 984 students, with each expected to pocket 1,960,000 VND (around $80 USD) for their participation. However, this plan took a sinister twist. Ngoc directed Sang to prepare the necessary paperwork, but with a catch – the amount slots were left blank when students signed them. Sang later filled in these figures, adjusting them to reflect supposed training day rates.

“This manipulation was a clear betrayal of the trust placed in educational institutions,” commented a source close to the investigation.

Subsequent Fallout

The fraudulent scheme saw students receiving only half of the promised amount while the rest of the money was diverted to staff expenses. Of the total funds, 924,960,000 VND ($37,680 USD) was allocated to students, and a suspicious 801,089,800 VND ($32,640 USD) went towards food during rehearsals. Meanwhile, a sum of 202,590,200 VND ($8,240 USD) was earmarked for school staff, with the principal's approval.

Legal Repercussions on the Horizon

The police, armed with detailed investigation findings, have accused Long, Ngoc, and Sang of conspiracy and misuse of their positions for personal gain. The Hanoi Police Department is actively pursuing the case, promising that those culpable will face the full weight of the law. Vietnam watches closely as this scandal unfolds, setting a precedent for accountability in the education sector.
